Mitch Horowitz
Vice President and Managing Director

Mitch Horowitz is Director of Strategy and a Relationship Manager in Battelle’s Technology Partnership Practice. Mitch brings over twenty years of experience in state and local economic development, both as a consultant and government official. Mitch has strong expertise in the areas of life science, information technology workforce development, and venture development. Mitch leads Battelle Public Technology Practice efforts in assessing core competencies and integrating into overall strategy development. As a consultant, Mitch had the unique experience of conceiving Maryland’s widely acclaimed biotechnology strategy, and then the responsibility for implementing that strategy as Technology Advisor to the Secretary of Economic and Employment Development. Mitch has also worked in private industry, serving as chief operating officer for a venture financing company and executive vice president for a health informatics company. Marianne K. Clarke
Director, Washington Office

Marianne Clarke has more than twenty years of experience in designing, managing, analyzing, and evaluating state and local economic development programs, with a special emphasis on technology-based initiatives. She has managed extensive research projects and provided direct technical assistance to numerous governors’ staffs and senior state officials. Marianne is nationally recognized as a leader in public/private economic development partnerships. Her work at Battelle has been dedicated to supporting organizations in the initiation, management, and evaluation of economic development, commercialization, and technology programs. Marianne also serves as the Research Director of the State Science and Technology Institute, a nonprofit organization dedicated to enhancing initiatives that promote economic growth through the application of science and technology. Marianne is a graduate of the Newton College of the Sacred Heart (merged with Boston College in 1975) and earned her M.P.A. from American University.

David Hochman
Senior Principal

David Hochman is a specialist in technology-based economic development, serving clients in the government and non-profit sectors through the Technology Partnership Practice at Battelle Memorial Institute. David served as Deputy Director of the New Jersey Commission on Science and Technology, where he helped oversee the cumulative investment over a decade of more than one-half billion dollars in public funds. He was instrumental in the implementation of a $125 million capital program at the state’s research universities, the startup of a dozen university-based academic/industrial research centers, and the development of a comprehensive technology transfer system. He presently holds an appointment as Adjunct Associate Professor of Public Administration at the Robert F. Wagner Graduate School of Public Service at New York University, where he teaches Strategic Management to students in the M.P.A. program. In the 1980s he was co-founder of a high-technology business venture based in New York City. David received his A.B. from Princeton University and attended Stern School of Business, New York University, for his M.B.A.

Walter H. Plosila, Ph.D.
Senior Advisor

Dr. Plosila has extensive experience in the public, private, and non-profit sectors. He is recognized for his role in the development of such nationally recognized programs as industry-led high technology councils and the establishment of business/university partnership programs including the Ben Franklin Partnership Programs. He has spoken on technological innovation and manufacturing modernization throughout the U.S. and abroad. His career has also included work with Fortune 500 and small firms, and in the executive and legislative branches of federal, state, and local government. He has advised nearly all fifty states on aspects of their technology-based economic development programs. Dr. Plosila graduated Magna Cum Laude from Beloit College. He went on to earn an M.A. from Pennsylvania State University and his Ph.D. from the University of Pittsburgh.

J. T. Adrian Roberts, Ph.D.
Senior Principal

Dr. Roberts brings over thirty years of experience managing R&D organizations in both public and private sectors, including U.S. National Laboratories. He has extensive experience in technology innovation, spanning basic research to technology commercialization and technology-based economic development. He is now a consultant on technology management, and advises Battelle, Oregon University System, Oregon Health and Science University and other clients on technology projects, technology development and commercialization. He also teaches the topic at Oregon Health and Science University and advises Portland State University’s School of Business. Dr. Roberts currently serves on several advisory boards for venture capital and technology-based business startups in Washington and Oregon. Dr. Roberts earned a Bachelor’s degree with First Class Honors, a Master’s degree, and a Doctorate in Metallurgy at the University of Manchester, England.
