Stephen P. Andrade
Program Manager

Stephen Andrade brings over 25 years of experience in developing and implementing technology-based and other regional economic development initiatives. Steve was a founding member of the management team of the Ben Franklin Technology Center of Southeastern Pennsylvania, where he led the Center's initial efforts in entrepreneurial development and investments in small technology-based firms. He was also one of the founders and directors of the Manufacturing Extension Partnership in Massachusetts. Steve earned a Bachelor in Architecture with a certificate in Gerontology from Syracuse, and a Master of City and Regional Planning with distinction from Harvard University.

Marilyn A. Evanich
Administrative Secretary

Marilyn Evanich is the Administrative Secretary for TPP. Her duties include calendar management, workflow management, travel management, and various administrative tasks. Marilyn also has extensive contact with clients during all phases of projects.

Martin P. Grueber
Program Manager

Martin Grueber brings over sixteen years of experience in technology-based economic and policy development. Martin's experience includes strategic program development, in-depth industry/cluster studies, core competency assessments, survey research projects, development of innovation databases, and impact analysis efforts. As part of these efforts, Martin has been responsible for establishing numerous cooperative working relationships among business, academic and government agencies. Martin earned his B.S. and M.A. from Michigan State University.

Ryan T. Helwig
Economic Development Analyst

Ryan Helwig’s experience ranges from years spent with the U.S. Department of Labor’s Bureau of Labor Statistics and the Economic Policy Institute in Washington, D.C. to conducting strategic searches on behalf of an executive recruitment firm. His work has included a particular focus on labor issues, as he worked as an Economist in the Bureau’s Labor Force Statistics branch, conducting research and analysis, as well as preparing and distributing news items and technical articles on the subject. Ryan has an M.A. in Economics from George Washington University and a B.S. in Business-Economics from Miami University.

Debra C. Hinck
Program Manager

Debra Hinck's experience includes public policy analysis, strategic planning, and program monitoring and evaluation, with special expertise in the area of information and healthcare workforce development. She has been instrumental in the establishment of numerous cooperative working relationships between the public and private sectors, including business, education and government agencies. Debra has been involved in the design and implementation of educational pipeline pilot projects, with an emphasis on curriculum development and experiential learning. She has additional experience in best practices methodology, conducting survey research projects and program assessment. Some of Debra's most recent work includes serving as Program Manager of School-to-Career for Connecticut Business and Industry Association and being a Project Manager with the Connecticut Department of Labor. Debra has a B.A. from Cornell University and an M.B.A. from the University of Connecticut.

Whitney R. Robertson, Ph.D.
Senior Analyst

Dr. Robertson comes to the Technology Partnership Practice with extensive experience in valuation of technologies in the biosciences, performing plant genetic research, writing business plans and grant proposals, and teaching college-level biology. She has particular expertise in the field of plant plasma membrane proteins and has presented research as an invited speaker at several international conferences. Her business experience includes the formation of a small start-up company based on scientific art, preparation and presentation of three business plans based on UW-Madison technologies, and participation in the Venture Capital Investment Competition as a member of the 2006 UW-Madison “All Star” team. Whitney's degrees include an M.B.A in Strategic Management of Life Sciences and Ph.D. in Cellular and Molecular Biology from the University of Wisconsin-Madison, and a B.S. Cum Laude in Biology from the University of Nebraska-Lincoln.
